Both are 7nm CPU chips that are made for regular consumers, with one being designed as the better and more expensive chip. The Ryzen 3 4300U was designed to be the cheap option that can do everyday tasks, while the Ryzen 5 4500U will cost you more but its increase in price comes with more speed under the hood.
